    Locke has indeed maxed out with many donors; that's half his total and he's already spent it and cannot ask them for more money unless he gets in a runoff. Annise has 3 times the number of donors and the vast majority can donate again and again until they reach the max.     You are correct ... Locke cannot seek additional funds from those individuals but I will note ... that does not stop them from having their "children" or "spouses" from maxing out as well. Unfortunately, we still have weak laws when it comes to campaign finance even at the local level.
